Pools
The draw will be performed by the EUF .
Rules for semi-random draw
- Avoid national rematches in the pool phase as much as possible.
- avoid regional rematches in the pool phase as much as possible.
Procedure
- start from the highest pot filling the first pool
- once pot is empty, check if there are some constraints caused by the rules 1 or 2 (in this order) that influence the draw out of the next pot.
- solve first these constraints drawing only among the possible solutions.
- draw the rest from the pot
- repeat 1-4 until all teams are assigned.
Please notice that the seeding number is a consequence of the draw and the seeds are linked to the pools and not to the teams.
